Town of Windsor General Plan Background Report

Every city and county in California is required to produce and maintain a “General Plan,” a guiding document for physical development of a city in the next 20–30 years. At the beginning of the General Plan process, cities produce a “Background Report,” which provides a comprehensive overview of existing conditions, data, and trends within a specific area, such as demographics, land use, transportation, housing, natural resources, and public facilities. This report serves as a foundation for developing a city's General Plan, outlining goals, policies, and strategies to guide future growth and decision-making. In this project, we explored key characteristics about the City of Windsor that planners would look at when crafting a General Background Report.
